With reference to my despatch No.188 of the 29th

May, 1914, I have the honour to apply for authority to make provi- sion in the Estimates of 1916 for 4 native dressers on the staff of the Government Civil Hospital under the conditions indicated in the enclosed memorandum which has been dram up at my request by the Principal Civil Medical Officer.

You will observe that Dr. Johnson is in favour of engaging 8 dressers in the first instance but as the appointments mark a new departure in the medical department of this Colony, I have decided to reduce the number to 4 for the present. In draw- ing up his memorandum Dr. Johnson has been to some extent guided as regards the duties, qualifications and salaries of dressers by the scheme in force in the Straits Settlements with special refer- ence to the General Hospital, Singapore, where the conditions prevailing are very similar to those in the Government Civil Hospital here.

Trained native dressers render excellent services, I understand, in many tropical colonies including the Federated Malay States and Ceylon, and the Principal Civil Medical Officer considers that they could readily be employed in the native male wards of the Government Civil Hospital and relieve the trained nursing sisters of much of the work which they are now called upon
